Sure it is. You can change it in conversion settings on iPhone and by tapping on video preview on iPad.

subtitle language in MKV is encoded as ISO-639-2 code, there don't seem to be two separate codes for traditional/simplified Chinese I'm afraid.

Please post here the live conversion log. Also buffering issues on remote WiFi are usually bandwidth related.
